What if GTA 5's scrapped story DLC had taken us to Paris? Thanks to a massive leak, we now know that was once on the table.

Last week, a ton of files and assets from GTA 5 hit the internet, showing off all sorts of cut content. Rockstar quickly issued takedowns to creators who shared the footage, but not before fans got a good look. Among the discoveries: a Liberty City map expansion and new details about the fabled story DLC that was announced in 2013 for a 2014 release. That DLC never saw the light of day because Red Dead Redemption 2 and GTA Online took priority.

One planned DLC would have put Trevor in the role of a secret agent, doing dirty work for the government and taking out powerful targets. We already knew some of that, but the leak revealed something fresh: the DLC was seemingly going to take players to Paris. Unfinished levels include a luxury apartment overlooking the city, with the Eiffel Tower visible from the balcony. It's just a flat image, not an explorable 3D space, so it might have only been used for a cutscene or an assassination mission.

If it had happened, it would've been the first time the series went overseas in 15 years. The only other instance was GTA: London 1969, an expansion for the original game released in 1999. Some fans have hoped for a non-American setting, but former Rockstar writer and creative director Dan Houser suggested the series wouldn't work as well outside the US. "I think for a full GTA game, we always decided there was so much Americana inherent in the IP, it would be really hard to make it work in London or anywhere else," Houser said in 2025. "You know, you needed guns, you needed these larger-than-life characters. It just felt like the game was so much about America, possibly from an outsider's perspective. But that was so much about what the thing was that it wouldn't really have worked in the same way elsewhere."

Trevor's actor, Steven Ogg, has mentioned the scrapped DLC before. He shot some scenes for it, but Rockstar never followed up. A former developer estimated the DLC was about halfway finished when it was cancelled. "It was really really good," said ex-Rockstar Senior Camera Artist Joe Robino. "But when GTA Online came out, it was so much of a cash cow and people were loving it so much that it was hard to make an argument that a standalone DLC would outcompete that. I think looking back now you could probably do both. But that was a business decision they made. I was a little upset about that. That actually was a lot of the reason for me being a little sour at that time. Because I was like yo, WTF guys? This s**t's awesome. Let's keep going. Let's finish this s**t."

With GTA 6 on the horizon, it's unlikely we'll ever see this DLC revived. But some of it was salvaged into GTA Online updates like The Doomsday Heist. So at least parts of that secret agent fantasy made it into the game in some form.
